URGENT CALL: Manufacturers Urged to Submit Demand Projections to Secure Future Petrochemical Supplies

by | Aug 19, 2025 | Policy & Advocacy

KAMPALA, UGANDA – An urgent call to action has been issued to all Ugandan manufacturers, requesting them to submit their 3- to 10-year demand projections for petrochemical and industrial inputs. This critical data collection is a foundational step in the planning for Uganda’s 60,000 barrel-per-day oil refinery, which is set to become the nation’s primary source for these essential raw materials.

The request, supported by the Uganda National Oil Company (UNOC), the Petroleum Authority of Uganda (PAU), and other key government ministries, comes with a stark and crucial message for the industrial sector: participate in the planning now to secure your future supply, or risk being left out when a ban on the importation of these materials is eventually enforced.

This is a once-in-a-generation opportunity for manufacturers to directly influence and align the refinery’s future output with their specific needs.

The “Why”: Building a Demand-Driven Local Supply Chain

The government and its oil sector partners are taking a proactive, collaborative approach. Instead of simply producing a standard slate of products, they are asking the end-users—the manufacturers—to provide clear data on the types and quantities of inputs they will need. This will ensure that the refinery’s production of key materials like Polyethylene (for plastics), LPG, and Diesel is precisely tailored to the demands of the local market.

By participating, manufacturers are helping to build a resilient, homegrown supply chain that will:

  • Reduce Costs: Mitigate the high costs associated with importation, shipping, and currency fluctuations.
  • Shorten Lead Times: Ensure faster and more reliable access to critical raw materials.
  • Boost Competitiveness: Empower local industries to compete more effectively against imported finished goods.

The Stakes: A Critical Choice Between Opportunity and Risk

The call to action makes the choice for manufacturers exceptionally clear:

  • The Opportunity: By submitting accurate projections, your company gets a seat at the planning table. You are effectively securing your place in the queue for a stable, locally-produced supply of essential raw materials, giving your business a massive competitive advantage for the decade to come.
  • The Risk: The warning of a potential future import ban is a serious one. This is a common strategy used by governments to protect a new, strategic domestic industry. Manufacturers who fail to submit their demand projections risk facing a future where imported raw materials are banned, and the limited local supply has already been allocated to the companies that participated in the planning process. In short, inaction now could lead to a severe supply crisis for your business in the future.

Who Needs to Respond?

This call is critical for any manufacturer who currently imports or plans to use:

  • Polymers for plastics, packaging, tanks, pipes, and other plastic goods.
  • LPG for heating, drying, or other industrial processes.
  • Diesel for machinery, boilers, or fleet operations.
  • Other chemical inputs for paints, coatings, fertilizers, and consumer goods.

This is not just another survey. It is a foundational exercise in national industrial planning. Your data will directly shape the output of the refinery.

All manufacturers are strongly urged to treat this request with the highest priority to secure their operational future and contribute to building a self-sufficient industrial Uganda.
