Position of Monitoring and Evaluation Officer for the Access to Employment Project.( February to June 2023)
1. Preamble
Uganda Manufacturers Association (UMA) is partnering with Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH to implement the Access to Employment project (ATE) which aims at providing soft skills training and internship placements to young people who are finalists or have recently graduated from vocational training institutions, technical colleges, and universities in all regions of the country. The overall objective of the project is to improve the employment situation of youth with post-secondary / technical education as well as higher education. By the end of the project, 750 graduates are in decent jobs, of which 30% are female. The project intends to recruit a Monitoring and Evaluation Officer who will work for 4 months.
2. Tasks of the M & E Officer.
- Designing and maintenance of the project master database
- Implement appropriate systems to protect and store project data
- Regular data collection, entry and updating of beneficiaries’ data
- Timely preparation and dissemination of monthly reports on project progress
- Support the implementation of the project gender strategy
- Support the mobilization of internships and placement of interns
- Support partner schools in conducting soft skills training
- Designing tools and templates to support project implementation
- Documenting lessons learnt and knowledge sharing
- Work closely with GIZ at all times
- Any other duties assigned
3. Required qualifications, competences and experience
Qualifications
- Bachelor’s degree in statistics, or a similar qualification from a recognized institution.
- Excellent data collection and analysis techniques
- Experience of at least two years in project management, data collection, designing tools, research and project planning activities
Professional Competences
- Very good communication, and presentation skills, both orally and written
- Gather and research information from abroad range of sources, to interpret complex and technical information and to analyse data to inform policy
- Professionalism; Polite and professional manner in conduct, in person, by phone and email
- Proactiveness; ability to meet commitments, plan ahead of time, observe deadlines and achieve results.
- Team work/team player; Strong ability to work within a team and follow a common goal
- Computer literacy with very good knowledge of MS Office (especially Word, Excel, PowerPoint)
- Experience in project management, stakeholder coordination and event management
- Good report writing skills
Other knowledge and additional competences.
- Willingness to perform administrational tasks
- Knowledge in planning, budgeting and research.
- Knowledge in monitoring and evaluation.
- Experience of developing and managing own risks
- Willingness to upskill as required by the tasks to be performed
- Willingness to occasionally work under tight deadlines and to multitask
